Maricopa County Sheriff's Officers have taken a bold step in the right direction. This video of their recent press conference illustrates very well the frustrations honest law enforcement officers feel about their oaths of office. The constant barrage of attacks, accusations, and innuendo they are subjected to by special interests and pandering public officials who are in bed with illegal alien sympathizers, or the businesses that profit from exploiting illegal alien laborers is, as one deputy in the video said, "epidemic."

What the public needs to know is that the vast majority of law enforcement officers at the state and local level are in as much or more danger from illegal alien insurgents than our uniformed military troops in Iraq and Afghanistan.

Bear in mind, the number one city on the planet to get kidnapped is Mexico City. The number two spot doesn't belong to Bahgdad, but to Phoenix, Arizona!

Washington, D.C. – Representative Walter B. Jones (R-NC) has introduced H.R. 150, the Illegal Alien Crime Reporting Act, legislation that would require states to submit in-depth statistics on illegal alien criminal activity to the Federal Bureau of Investigation (FBI) in order to receive funding from the Department of Homeland Security. The bill would also require all federal agencies to submit data on illegal alien crime to the FBI for publication. Jones first introduced the bill on June 5, 2008, in the 110th Congress as H.R. 6192.

“Crimes committed by illegal aliens are plaguing cities and states across our nation,” Congressman Jones said. “In New Jersey, an illegal alien was charged with the August 2007 execution-style slaying of three Newark college students, and the shooting of another. In Los Angeles, an illegal alien was charged with the March 2008 murder of a young athlete and scholar, Jamiel Shaw, who was gunned down outside his home in a senseless act of violence.”

“In North Carolina, an illegal alien was charged with second degree murder for driving drunk and then killing a 22-year-old man in a car crash over the 2007 Thanksgiving holiday,” Jones continued. “And just last month in Fayetteville, NC, an illegal alien from Honduras was arrested and charged in connection with the death of a 64-year-old woman who was beaten outside her home. Investigators say the illegal alien had been deported at least a dozen times over the last 20 years, but he kept getting back into the United States.”

“While illegal alien crime is occurring all over the country, the public has no way of knowing the extent of the problem. This is because the federal government and the states do not currently report statistics on criminal alien offenses,” Jones said. “Because nothing is more important than the security of our nation and the safety of its citizens, I have introduced the Illegal Alien Crime Reporting Act to help bring sunshine to the issue of illegal alien crime. When our law enforcement officers, elected officials and the American public are made aware of these crime statistics, our nation can take steps to more effectively address the problem.”

The Illegal Alien Crime Reporting Act would bring awareness to the incidence of illegal alien crime by:

- requiring states to submit in-depth statistics on illegal alien criminal activity in order to receive funding from the Department of Homeland Security,

- requiring all federal agencies to submit data on criminal activity by illegal aliens, and

- requiring the FBI to compile this information and produce an annual publication, similar to its existing Uniform Crime Report, with detailed statistics on illegal alien crimes.

On June 9, 2008, Jose A Rodriguez, struck 6 year old Mackenzie Maddox and her mother, 25 year old Andrea Maddox. Mackenzie died instantly and Andrea was rushed to a nearby hospital where she was later released. Rodriguez, a habitual offender of speeding, DUI, and reckless driving; had been deported in February 2008 after being identified by Kenosha County Jail under their Criminal Alien Program while serving a term for DUI.

For the murder of Mackenzie Maddox, he was only charged with a misdemeanor of driving with a revoked license and causing a death. With the re-entry into the United States, he faces federal charges and sentencing of up to 20 years. “Gail Montenegro, spokeswoman for ICE’s Chicago region, said her agency expects to file federal re-entry charges against Jose A. Rodriguez, accused of striking Mackenzie J. Maddox and her 25-year-old mother, Andrea F. Maddox, both of West Allis as they crossed the street. (6)

Terrance Aeriel, Dashon Harvey, Iofemi Hightower, and Natasha Aeriel were hanging out, listening to music in an elementary school yard in Newark, New Jersey on a Saturday night in August, 2007. Around 11:30 p.m., three of the four were murdered, forced to lean up against a wall, and shot execution style at close range in rapid succession. They were pronounced dead at the scene. Natasha Aeriel survived being shot in the head and multiple knife wounds. Jose Carranzo, a known criminal alien from Peru was arrested. A warrant was issued for Rodolfo Godinez, an illegal alien from Nicaragua, a principle player in the murders. (1) Two fifteen year olds were arrested and may be tried as adults.

In text messages between the victims, it appeared the victims struggled against their unknown attackers. Robbery appeared to be the motive. (2)

The alleged assassins have been charged with three counts of murder, four counts of first-degree robbery, one count of attempted murder, various weapons offenses, and one count of conspiracy to commit the crime of robbery.(1)

Jose Carranzo, with a fraudulent Social Security number was arrested on charges of raping a five year old and threatening the child and the parents. He faced a 31 count indictment. He was also arrested for a bar fight. Immigration officials knew his illegal status from prior arrests but did nothing. (3)

On the evening of November 1, 2006, actress, director and screen writer, Adrienne Shelly, 40 years old, was found strangled with a bed sheet, hanging from a curtain rod in an apartment she used as an office in Manhattan. The death appeared to be suicide. (1) A dusty footprint found at the scene led the police to Diego Pillco, an illegal immigrant from Ecuador.

Pillco confessed to murdering Adrienne and staging it to look like a suicide because he feared deportation. (1) In a deal negotiated with the Manhattan district attorney, Pillco pleaded guilty to first-degree manslaughter, avoiding a jury trial. He was sentenced to a fixed 25 years in prison.

Kelynn Byrd, a 2 year old child, died from “blunt chest and abdominal trauma” on August 12, 2007, in Coweta, Illinois. Michael Hernandez, an illegal alien, allegedly confessed to “repeatedly kicking Kelynn in the chest”. (1) Kelynn’s mother left the apartment after a fight with boyfriend, Hernandez, leaving Kelynn in his care. When she returned it was obvious some thing was wrong with her baby. She called 911 and Kelynn was taken to a Tulsa hospital. It was too late. (2)

Michael Hernandez was ordered to be held in the Wagoner County Jail without bond. He was charged with first degree murder in the kicking death of Kelynn Byrd. (1)

Nine year old, Jordin Paulder was allegedly murdered by an ax wielding Honduran native, Santos Cabrera Borjas. The child had warned the occupants of a car about a “wobbly” tire.

Jordin died of trauma when an ax was embedded into his face. The car left the scene as did the murderer.

Police were trying to question Borjas. He threw a tire from a staircase at Officer Alexis Powell, breaking his arm. Powell shot and killed Borjas when Borjas charged him with a stick. Officer Powell was placed on routine administrative leave.

The police were “99% sure” Borjas murdered Jordin Paulder. (2)

The Borjas family has hired an attorney and is looking into a case based on ‘police brutality’ and ‘wrongful death’. (3)

Gloria Marie Applegate, 32 years old, had a history of mental illness dating back to her childhood and she was living on the streets of Hamilton, Ohio. (1)

On June 1, 2008, Gloria Marie Applegate was found naked, shot in the head and sexually assaulted, according to the coroner’s report. Daniel Estrada-Lopez, an illegal immigrant from Mexico, was “indicted on a single count of aggravated murder with a gun specification” by a grand jury. (2)

Estrada-Lopez was wanted on several outstanding warrants but they were not specified. He is being held on $1.5 million bond. A trial date of September 30, 2008 was set by the judge. (3) Estrada-Lopez may face life in prison if convicted.

Patricia Henneken was killed in the early morning hours of Memorial Day, 2006, in Hampton Estates, Illinois, by Javier Rico, an illegal alien.

Patricia’s car was broadsided by the intoxicated Rico after he ran a stoplight with his headlights off, traveling at least 100 mph.

Javier Rico pled guilty to aggravated driving under the influence. As a result of Rico’s plea, he was sentenced to 8 years in prison.

In 2003, twenty-one year old Angie Leon of Nampa, Idaho, was murdered by her estranged husband, a known criminal alien. Leon had 59 arrests, 38 of which were charges of domestic abuse against Angie, her children and others over a 5 year period. (1)

On May 19th, Leon dragged Angie into her apartment in full view of her 3 children and her mother. Her mother called 911 from her car. Abel Leon shot Angie three times.

In March, 2002, Abel Leon was “convicted of possession of a controlled substance, thus making him an aggravated felon under INS laws calling for mandatory detention and institution of deportation proceedings”, stated J. Kent Nygaard, a Boise-based federal agent. (1)

Abel pled guilty and was sentenced to life in prison. Sylvia Flores, Angie’s mother, sued Canyon County for denying her daughter equal protection under the law when prosecutors released Leon after accepting a plea agreement, despite his record of abuse, a month before he shot Angie. She received $925,000 to settle. (2)

On the morning of Christmas Eve, 2006, the Ceran family was driving home from a performance of “A Christmas Carol” when their car was broad-sided allegedly by Carlos Prieto, an illegal alien. The mother, Cheryl, 47, and her two children, Ian 15, and Julianna, 7, were killed.

Carlos Prieto was arraigned and charged with three counts of automobile homicide, three counts of driving under the influence, and driving without a license. He will be turned over to ICE when the criminal case is resolved. 1n 2004, Prieto was cited for speeding and given a fine. (1) Jail records stated he had two prior arrests for drunk driving. (2)

Screaming, “Oh, God, Help me! Help me!” Amanda Duran ran for her life from ex-boyfriend, Gilberto Cruz. (1) Cruz, AKA Eduardo Espinoza-Martinez, the name used for a prior arrest, was an illegal alien. (2)

Cruz went to Amanda’s home on October 4, 2006, angry about her decision to break up. He hid a sawed-off shotgun and three shells in his shirt. Cruz’ gun misfired two times.

Amanda fled to a neighbor, knocking on the door, begging for help. Before anyone could respond, Cruz shot Amanda Duran in the back of the head from a few feet away.

Cruz was convicted of first degree murder and possession of a dangerous weapon in July, 2007. In August, Cruz was sentenced to life in prison without the possibility of parole.

Alfred Mignogna, 61, Fredrick Rickabaugh, 58, and Stephen Heiss, 28, were gunned down at the entrance of United Veterans Club of Altoona, Pennsylvania, by Miguel Padilla, a known criminal alien, on August 28, 2008.

Padilla and others were denied entrance to the ‘members only’ club by Mignogna, the owner, and Rickabaugh, the doorman. Padilla went to his car and returned with a .45-caliber hand-gun and opened fire, killing Mignogna, Rickabaugh, and Hiess, a Marine and innocent bystander.

Judge Hiram Carpenter would not allow the jury to know Padilla was an illegal alien until the sentencing phase. Padilla was convicted of 3 counts of first-degree murder. After 4 hours of deliberation, the jury sentenced Padilla to death.

Padilla was a known criminal with multiple priors. Authorities in the area had contacted ICE, but ICE failed to respond. (1)

Thanksgiving night, 2006, Jennifer Bower and Corporal Brian Mathews were on their second date. Stopped at a red light in Columbia, Maryland, Eduardo Morales-Sorianno, an illegal alien, crashed into their car spinning it around and breaking the windshield. Morales-Sorianno had a blood alcohol level four times the legal limit. (1) Both Jennifer, 24, and Brian, 21, died from injuries at the Baltimore Shock Trauma Center. (2)

In February, Eduardo Morales-Sorianno, in the country illegally for a year, had been charged with 4 counts relating to drunken driving in Howard County. He refused a breathalyzer test which required by law a 120 day suspension of his driver’s license. (3) Morales-Sorianno was never prosecuted, nor was his license suspended.

On May 28, 2008, Judge Louis Becker III gave Morales-Soriano 10 years in prison and 5 years probation after he pleaded guilty to two counts of automobile manslaughter.(1) Morales-Soriano may be deported after he finishes his sentence.

On February 19, 2008, four children, Jesse and Hunter Javens, Emilee Olson and Reed Stevens of Cottonwood, Minnesota, were killed when a van, allegedly driven by an illegal alien, Olga Franco, broad-sided their school bus after running a stop sign and toppled over onto a pickup truck.

Franco is charged with 4 counts of vehicular homicide, 17 counts of criminal vehicular injury and identity theft after giving authorities a false name, Alianiss Nunez-Morales, and a false Social Security number. (1) Franco claimed someone else drove the van, yet she was extricated from behind the wheel of her vehicle. The judge granted a change of venue.

Franco was charged in 1996 for not having a license. (2) In May, 2006, she was ticketed for not having a license and paid a $187.00 fine. (2)

In the early evening of December 28, 2006, four year old Joshua Morrow and a Morrow family friend, Ronald Bishop, forty-two, were struck by an SUV when crossing the Courtney Campbell Causeway near Tampa, Florida. Going 40-45 mph, Armando Lopez-Canada, an illegal alien, hit Josh and Ronald and left them lying on the road. Witnesses said Lopez-Canada slowed and then sped down the parkway. (1)

Fear of deportation made Lopez-Canada flee the scene, he admitted to police. (4)

Lopez-Canada pleaded guilty to two counts of leaving the scene of a accident involving death. Judge Mark Wolfe gave him the maximum sentence, 30 years. (3)

Officer Daniel Golden, 28, served the people of Huntsville for three years on the Huntsville, Alabama police force. At 3:30 p.m. on August 29, 2005, Golden was murdered by Benito Albarran, an illegal alien carrying fraudulent documents.

Officer Golden was answering a 911 domestic abuse call from Albarran’s wife at the restaurant they co-owned. He got out of his patrol car. Albarran came out the front door and began firing. The officer returned the gunfire, walking backward. Golden’s gun jammed. Holding his hands up in a gesture of surrender, Daniel Golden pleaded for his life. He fell to the ground dropping his pistol. Albarran fired two shots into Golden’s face. (1) The officer died two hours later at Huntsville Hospital.

The 12 member jury found Albarran guilty of capital murder. After about 5 hours of deliberation, the jury voted 10-2 to recommend the death penalty for Albarran. The sentencing hearing has not been scheduled. (2)

On September 21, 2006, Houston Police Officer Rodney Johnson, during a traffic stop for speeding, was shot multiple times at close range by illegal alien, Juan Leonardo Quintero. (1)

Quintero had been arrested for priors. In 1998 he was given probation for ‘indecency with a minor’ and deported in 1999. He had multiple DWIs (1). He was issued an ID by the state of Texas following his illegal re-entry. (2)

Quintero’s arrest and subsequent deportation on sex offense charges were erased from the Texas DPS records, as were all deported sex offenders. (3)

The HPD has changed their policy on checking the citizenship of criminals in jail and other policies that provided Quintero the opportunity to murder officer Johnson.

On April 24, 2004, Troy Payton died after being stabbed in the chest with a butcher knife by Abimael Azmita-Montalvos, an illegal alien.

Azmitia had been “making offensive remarks and gestures” to a 15 year old girl at a suite hotel in Las Vegas, Nevada, where the Paytons and the Azmitias were neighbors, according to police. A group of men confronted Azmita. Azmitia returned to his apartment. Troy heard Azmitia’s pregnant wife screaming and ran outside where Azmita fatally stabbed him. (1) It was unclear if Azmitia was acting in self-defense. Azmitia was not injured. (2)

Azmitia was charged with suspicion of murder and use of a deadly weapon. He had a prior record of assault and domestic violence in Colorado and illegally re-entered the United States after being deported. Judge Joseph Bonaventure sentenced Azmitia to 19 to 48 months in prison after refusing Amitia’s request for probation. Judge Bonaventure stated, “He has got to pay somewhat.” (1)

The lives of two teens, Alison Kunhardt, 17, and Tessa Tranchant, 16, ended on March 30, 2007 in Virginia Beach, VA. Illegal alien, Alfredo Ramos, intoxicated and going at least 65 mph, slammed into the back of their stopped car. Both wore seat belts. Both teens died. (1)

Ramos pleaded guilty to two counts of aggravated involuntary manslaughter and was sentenced to 24 years in prison with deportation to follow. (2)

Ramos was convicted in Virginia Beach of public drunkenness in 2006, and of identity theft, public drunkenness, and a DUI in Chesapeake, in 2007.Officials in Chesapeake did not inform Customs Enforcement of his immigration status. (3) (4)

Following the girls’ deaths, Virginia Beach Police changed policy and now asks legal status of all crime suspects. (5)

On Whidbey Island, Washington, Marjorie Monnett, 55, and her daughter, Holly Swarz, 30 were killed by an illegal alien from Jamaica, Preston Dean “Hugh” Douglas.

Douglas and Swarz were engaged. Douglas was accused of molesting a child. An investigation was underway and Holly moved in with her mother. (1)

Douglas, seeking “revenge”, according to Island police, shot both Holly and her mother in the head with a 12 gauge shotgun, fatally wounding them. (2) He then turned the gun on himself and died next to his fiancé. He critically wounded two other people. The police could find no priors on Douglas who had entered the United States illegally several years ago.

Dani Countryman was a 15 year old girl from Kaufman, Texas. Dani was sexually abused and murdered in Milwaukee, Oregon, on July 28, 2007. Two illegal aliens, Gilberto Rivera-Gamboa and his cousin Alejandro Rivera-Gamboa were apprehended and charged with Dani’s murder with additional charges of “attempted rape and sexual assault”, added by a grand jury. (1) (2)

Court records show Alejandro Rivera-Gamboa was in this country illegally, but no one conveyed the information to Immigration & Customs Enforcement (ICE). Rivera-Gamboa was arrested twice in 2006 for DUI. Pleading guilty in November, 2006, he signed a petition confirming he was not a U.S. citizen. Rivera-Gamboa allegedly murdered Dani just nine months after his 2nd DUI. (3)

On April 29, 2002, Los Angeles County Sheriff Deputy David March, 33, initiated a traffic stop on a black Nissan. Less than two minutes later, a passing motorist observed Deputy March lying in the street bleeding. Deputy March was shot several times, at close range, by a single gunman and died from his wounds.(1)

Evidence pointed to Armando Garcia, a convicted drug dealer who had been deported twice and who was wanted for two attempted murders. However, Garcia fled to Mexico within hours of the murder. After extradition, Garcia plead guilty to second-degree murder and admitted that he intended to kill a peace officer that day.

by Jim Kouri, CPP - US Immigration and Customs Enforcement (ICE) representatives today presented a proposed statewide partnership plan to the sheriffs in attendance at the North Carolina Sheriffs' Association's (NCSA) fall meeting. This is the first in many conversations between federal and local officers aimed at affording every area of North Carolina increased use of the unique authorities of ICE.

Many sheriffs' departments in North Carolina have shown significant interest in partnering with ICE primarily to help identify and remove criminal illegal aliens. To date nearly 20 agencies have requested a partnership with ICE under the 287(g) program -- which trains and certifies officers to enforce immigration law.

"North Carolina sheriff's offices have demonstrated an unprecedented interest in partnering with ICE," noted Julie L. Myers, Department of Homeland Security Assistant Secretary for ICE. "By working together in a coordinated manner, we plan to develop a statewide alliance that is both effective and sustainable and will enhance public safety in the state."

Driven by a steering committee comprised of local and federal officers, partnering agencies will develop appropriate timelines and agree on how to best leverage the tools ICE has available under the ICE ACCESS (Agreements of Cooperation in Communities to Enhance Safety and Security) program. Depending on the specific needs, North Carolina sheriffs' departments would participate in ICE ACCESS programs and services including: the Law Enforcement Support Center (LESC) which helps identify criminal aliens; ICE's Criminal Alien Program (CAP) which locates criminal aliens processed through jails and prisons; Operation Community Shield which targets and arrests gang members; joint document and benefit fraud task forces to impede identity theft; and the delegation of 287(g) authority.v

Mecklenburg, Alamance, Gaston and Cabarrus county sheriff's offices have already partnered with ICE by entering into 287(g) Memorandums of Agreement (MOAs).

ICE received more 287(g) requests from agencies in North Carolina than any other state. Recognizing this intense interest, Senator Elizabeth Dole brought together the impacted state and federal agencies to discuss ways to best prioritize needs on a statewide basis.

"When it comes to tackling the complex issue of immigration, Washington is often accused of not listening. I want to commend ICE for not only listening, but also delivering for North Carolina. Through this unique partnership with federal officials, North Carolina sheriffs can utilize the available tools to enforce our laws and help ensure that North Carolinians feel safe in their homes and communities."
